I'd like to know how to recover and initialize passwords for the 3000 series. I'd like to change only passwords, not factory reset, is there a possible way?

On this same Guide they mention how to recovery password.
The default configuration for the switch allows an end user with physical access to the switch to recover from a lost password by interrupting the boot process during power-on and by entering a new password. These recovery procedures require that you have physical access to the switch.

그렇다면 복원할 수 있는 방법은 무엇일까요? 공장을 초기화하는 것 외에는 다른 방법이 없어서 물어봤어요. 혹시 아세요?

So, what's the way to restore it? I asked because there was no other way than to initialize the factory. Do you happen to know?

Connect you laptop to router with serial cable, Reboot the router and interrupt the boot . This interruption can be complicate because this may vary. You can try the break Key in the keyboard.

That will depend if "NO service password-recovery" is in the config.
If "NO service password-recovery" is in the config, the password recovery process will completely wipe the config of the switch.

So what's the way to recover the password?

If there is a service secret recovery, how do I recover it?

Either you are avoiding my question or you do not understand my question.
Is the command "no service password-recovery" in the configuration. Booting the switch and it will show up in the console during bootup. If this command is present, the entire configuration will be wiped out during the password-recovery procedure.

This command is not visible.

According to the guide, "Resetting the switch deletes the configuration and reboots the switch."
Press and hold the Express Setup button (recessed behind a small hole in the faceplate) for about 15 seconds with a paper clip or similar object. The Express Setup LED will blink red/green when its recessed button has been held down long enough.
The switch reboots. The system LED turns green after the switch completes rebooting.
Press the Express Setup button again for 3 seconds. A switch Ethernet port blinks green.

I don't want to delete the existing configuration.
I just want to reset the password. But the guide you gave me is a guide to delete the existing configuration.

Raise a TAC Case.
The process was copied off a Cisco guide.
