How do we remove line "Significant costs have been incurred in the delivery of one or more....".

How do we remove line "Significant costs have been incurred in the delivery of one or more....".

The message at the bottom of newScale's Requisition Status causes some confusion: "Significant costs have been incurred in the delivery of one or more....". Some of our Customers are wondering if they are being charged for these services due to this message.
 
Is it technically possible to eliminate the first sentence in this message, or to change it to something like "Significant effort..." vs. "Significant costs..."? If so, what would the level-of-effort be to make a global change to all newScale Req Status messages to accommodate this request?
