Trunk two PRI circuits on 2951 voice gateway

Running UCM 7.1.5, 2951 voice gateway with ios 15.0(1r)M13 , has a vwic3-2MFT-T1 vwic module.  Have to PRI circuits configured on the PSTN side as a single hunt group.  Cannot get the two ports to hold their "D" channels, keep bouncing, will get MULTIPLE_FRAME_ESTABLISHED on both ports, but they cycle down after about two minutes.  Configuration for the two PRI's as one (trunked?) to be done on the router or within UCM or both?
