7940-60 Corporate Directory and services issue

we have an enviroment consisting of 1 Publisher 6 subscribers and 2 tftp :

Production : Pub sub1-sub2-sub3 tftp1

DR            : sub4-sub5-sub6 tftp2

we were testing DR we shutdown :Pub sub1-sub2-sub3 tftp1

All Phone work fine except the 7940-7960 model  when hitting the directories or service button it keep Requestiong (loop on Requesting) what i did is upgrading the 7960 to the latest firmeware with no result still the same I will appreciate Expert Opinion on this issue.

The issue is related to the Corporate Directory URL pointing to the PUB.

Other phone models will generate a dynamic pointing to the server they are registered to. This feature is not available in 7940, or 7960. You might need an IP SLB (load balancer) to redirect the HTTP request to remaining servers.

I think only EM would be a show stopper, other services shouldn't be that relevant.
