Block specific incoming call to specific extension in CUCM

hi All,

We have CUCM10.5 and h323 gateway(2921)

A particular user is requesting to block an annoying caller who kept calling him

How can i block it the call to only that particular user?

Do i block it on the h323 gateway or CUCM.
