Hi,

Wanting to know if enabling a logged out profile in extension mobility on a handset would consume the same license as someone who has actually logged into the telephone?

No, enable EM won't consume license. The license is consumed based on
registered phones only and their capabilities.

The OP didn't mention CUCM version, but isn't licensing consumed based on configured phones, even if not registered?

Hi Tony,

You are right. Any phone added in CUCM will consume licenses irrespective of the registration status.
