Cisco 7945G will not set its time via NTP

I have a 7945G which I have successfully flashed to SIP v9-4-2SR3 (it rejected v8.5.4) and registered with 3cx. Everything works with the exception of the time setting. I have

<dateTimeSetting>
<dateTemplate>D/M/Y</dateTemplate>
<timeZone>Central Europe Standard/Daylight Time</timeZone>
<ntps>
<ntp>
<name>193.11.166.7</name>
<ntpMode>Unicast</ntpMode>
</ntp>
</ntps>
</dateTimeSetting>

in the configuration file and it picks up the time zone but not the time and date – every time the phone reboots it sets the date to 16/01/17 which seems completely arbitrary and as far as I can tell from the logs there is no attempt to contact the ntp server. The status messages shown are just

09:57:17 Error Updating Locale
09:57:17 Error Updating Locale
09:57:09 No Trust List Installed
09:57:09 SEP00E16D14E8C6.cnf.xml(TFTP)
09:57:16 Error Updating Locale

09:57:09 SEP00E16D14E8C6.cnf.xml(TFTP)
09:57:14 Error Updating Locale
09:57:14 Error Updating Locale

and the downloadable log files contain absolutely nothing related to date, time or NTP.

How can I get it to set the correct date and time?

Go HERE and look for my configuration file for a 9971.   Try the NTP configuration found in my file.
