I've started to setup CME voice environment but stucked on the stage with IP phones. Below is my config:

Some parts are intentionally omitted as it is clear that phones can reach DHCP server and get correct IP configuration.
However, both phones are stuck on "Configuring CM List" stage.
Can it be because of IOS licencing issue (IOS has no licence to support IP telephony) or firmware incompatibility (CME version is 8.6)? Could you please help me to resolve this issue.
