Cisco Unity Ports are not coming after TSP Upgrade

In Unity after TSP upgrade 8.4(3), Cisco Unity ports are not coming up.

Does any one know the resolution? I tried to manually remove the TSP but still no progress.

Facing below issue

"An account with local administrator privileges must be used to upgrade the Cisco Unity-CM TSP. Otherwise, no Cisco Unity ports will be available after the upgrade. "
