Configuring COR / COS on VIC3-2E/M in a 2911 Router - IPICS system

I have a radio connected to a VIC3-2E/M card in a 2911 router. Originally it was configured as VAD and worked properly (see voice-port 0/2/0 below for config).  We are trying to re-configure to use COR/COS (m-lead ) signaling. Unfortunately it is not working.  Keypad tones on the radio are still triggering the IPICS system which seems to indicate the router is not monitoring / following the state of the m-lead. See voice-port 0/2/1 for the m-lead configuration.

 

The radio can be configured to use either active high (+5V) or active low to indicate an incoming signal.  It is currently configured for active high signaling.  The LMR connection is wired as below.  I have verified the signaling on Pin 2 of the LMR plug.  It is responding properly,  it is 0.5V on standby, 4.8V when receiving a signal and when keypad tones are generated the line remains low.

 

I am looking for thought on how to configure the router for m-lead signaling to work properly.
