We bought cp-7821 IP phones, however our call manager(PBX) is Huawei softco 5816. So, is cp-7821 compatible with softco5816?

You're looking for the phone model, it will say 7821, does it day K9? or 3PCC??, otherwise, what's the phone FW it's running?
If you give the device an IP, and browse to it, do you get a page where it asks for a login?
If not, most likely you're running enterprise FW, and you might be able to configure them for your PBX, but it's going to be the hard way, best thing to do, is to discuss with the vendor the possibility to have them replaced for 3PCC models.

Cisco sells two types of 7821 phones, regular K9 phones and 3PCC (3rd party call control) or MP (multiplatform) models.
K9 Phones are meant to be used with Cisco CUCM only, but they can be configured to work with third party systems through some tricks.
If you are planning to use this phone with Huawei, you will be better served with a 3PCC/MP model instead of a K9 model.
If you are stuck with the K9 phone and not able to swap the phone with a 3PCC phone, I can provide you some guidance to try get the phone registered with Huawei. Be warned this will be a dificult procedure that requires deep knowledge on how Cisco Phones work, modifying configuration Files and setting up a TFTP server for this phones.
