I have 4X CM 7 deployed across two sites connected over a WAN. Each site has a PSTN gateway with 4 trunks. I have a block of inbound numbers which can be sent down all 8 trunks at either site.

My question is , if there was a WAN outage between the two main sites and a call came in from the PSTN down the trunks at site A but the phone was at site B? whats the best method for handling this?

Site A would see the phone as un registered so could I do a call forward unregistered to a numberthat only goes down the trunks at site B into a site operator?

Yes, you could do that.  Just make sure each site knows to route that call over the PSTN and not bother with the WAN

I think it would simplify your configuration to separate the DIDs by site so all numbers go down their "local" trunk groups.  You should be able to have the telco configure redundancy across sites to account for trunk (group) failure so your only calls across the WAN would be intra-site calls.
