dial-peer voip

i have two sites in every Site uc560 device ipsec between two sites enabled i have problem with dialing from  one site to another

no call incoming no call outgoing

voice-lan (10.1.1.0/24)----------UC560 -------iNTERNET--------------UC560------------VOICE lan (10.1.2.0/24)

but if you  made all phones register  in  one UC560 all phones working Well

note that dial-peer configure well

Check if all the ports related to voice are open or not.
When you say no outgoing incoming not working, what is the exact behavior....
