Extentension Mobility http error 404

I configured Extension Mobility with the following URL:

http://172.28.8.8:8080/emapp/EMAppServlet?device=#DEVICENAME#

But getting the 404 error. I have an ASA then a Switch between the gateways, could it be something in the ASA? Maybe a DNS issue. I am stumped!!!

oh yes its version 8.5.1 on vmware...

404 -- server contactable but page is not.

Have you checked that the EM service is started on the CUCM servers
