IP phone keeps giving busy tone

hello,

we're facing an issue with one of our branch offices. the issue is that two phones there (8851 model) keeps giving busy tones when tryin to call them. also when they pick up the line and try to press any number it gives busy tone directly. both phones are registered fine. they were working before and this suddenly happened. i changed the codec, tried reset factory with no hope.

Debug Indicates that the called party is unable to accept another call because the user busy condition has been encountered. This cause value can be generated by the called user or by the network

Reason: Q.850;cause=17

As per the config you have configured busy-trigger-per-button 2, change it to 4 and see if that makes a difference or not.
