I have several phones that I would like to begin using the BLF feature. We are on UCM 6.1 and it does not seem to work. I seem remember reading that the BLF only works when you have presence. Is this correct?

You need presence, but it's built in into cucm 6.1. So you don't need CUPS server, just enable it in you configuration.

you can even have BLF in call lists if you enable the right parameter
Enterprise Parameter "BLF For Call Lists"
Cisco Unified CallManager Call History Presence
Cisco Unified CallManager supports presence capabilities for call history lists (the Directories button on the phone). Call history list presence capabilities are controlled via the BLF for Call Lists Enterprise Parameter within Cisco Unified CallManager Administration. The BLF for Call Lists Enterprise Parameter impacts all pages using the phone Directories button (Missed, Received, and Placed Calls, Personal Directory, or Corporate Directory), and it is set on a global basis.
Presence capabilities for call history lists are supported for both SCCP and SIP on the following Cisco Unified IP Phones:
Cisco Unified IP Phones 7941G and 7941G-GE
Cisco Unified IP Phones 7961G and 7961G-GE
Cisco Unified IP Phones 7970G and 7971G-GE
The Cisco Unified IP Phones 7905G, 7906G, 7911G, 7912G, 7940G, and 7960G do not support presence capabilities for call history lists.
The presence indicators for call history lists are the same as those listed in the Icon Indicators for Speed Dial Presence ; however, ***no LED indications are available.
just follow the configuration guide for BLF for your version, i have this on 4.2(3) that doesn't have presence so it's not needed at all for this.
