Hi,
I have client who is having one site in US with CUCM and one site in India with CME.
CUE is configured for voicemail for CME users in India.
There is a IP Trunk configured between CUCM and CUE, From US we are able to reach india on IP.
But If a user from US calls India and the call is not picked up , it doesnt goes to voicemail.
For PSTN and India extensions voicemail is working fine.
Please suggest.

Please add the show run from CME and if possieble get these debugs for a non working call.

What CODEC are you using for the trunk? If it's G729 (reasonable over a WAN link) and the CUE requires G711, are transcoding resources properly configured and available? If the call is dropped or goes to a fast busy tone when you'd expect it to go to voicemail that's possibly your problem (symptoms I've seen before for that issue).
