Phone 9951 and 8961 cant register with cucme v8.6

Dears,

I have cisco 3945 cucme v8.6 and 100 cisco phones 9951 & 8961.

i made all reqired configuration as attached file but the phones cant register.

i phone ststus messages "file not found :sep08d09fd0b0.cnf.xml"

Please advise.
