PRI unable to register to CUCM after CMM IOS upgrade

I upgraded a CMM from 12.4(25c) to 12.4(15)T14 and one of my PRIs in port 1/0 is not registering to CUCM. I have another PRI in 1/1 and it’s working fine.  It looks like the voice port (voice-port 1/0:23) disappeared from the configuration. I configured the PRI on a different port (1/2) but the voice port (voice-port 1/2:23) did not show in the configuration. I reseated and I replaced the CMM with new hardware and I got the exact same problem even with the new CMM- the same PRI is not able to register to CUCM. I moved the PRI to a different CMM in a different 6509 switch and it works fine. Has anyone experienced this weird issue?

Layer 2 is down:

    Layer 2 Status:

        TEI =  0, Ces = 1, SAPI = 0, State = TEI_ASSIGNED

It's expected for it not to register until the link is up.

You need to fix the layer 2 issue and then once you get the MULTIPLE_FRAME_ESTABLISHED message instead of TEI_ASSIGNED it will register.
