Route Pattern fast busy accross ICT when phone registered to Sub

We have two clusters, one for all phones and the other is for an automated phone system.

We have a route pattern that is a four digit number and is pointed to an ICT trunk.

The ICT trunk connects CUCM to a prompt  in Contact Center Express.

When a phone is in a device pool that has it register to a particular subscriber, there is a fast busy when dialing the four digit number.

When I change the phone to register to the other subscriber or the publisher, the number works with no problem. It doesn't seem to be related to resource group in the Device pool. It is related to the particular subscriber the phone is registered to.

All CSS and parititions are the same accross the different groups.

Any thoughts?

Did you define on cluster B all ip address of server contained in CUCM Group on cluster A and vice versa?

Would this be Telephony Provider  in Subsystems or the CUCM Configuration in System?

I was talking about ICT between cucm cluster so you should check config on CUCM in both sides.
