Unable incoming calls whit CUCM Subcriber

Hello

I have CUCM 6.1.5 Cluster, when the Publisher works the incoming calls works, but when the Subcriber is work the incoming calls no work.

Ihave this configuration of dial-peers on the gateway.

dial-peer voice 100 voip
preference 1
destination-pattern 21..
voice-class codec 10
session target ipv4:10.36.241.10 (IP Publisher)
dtmf-relay h245-alphanumeric

dial-peer voice 101 voip
preference 2
destination-pattern 21..
voice-class codec 10
session target ipv4:10.36.245.11 (IP Subscriber)
dtmf-relay h245-alphanumeric

Any idea about it.
