Voice Mail Pilot Problem in CME

Hi,

I integrated cme 3.3 and cue 2.2.2 in my site and created mwi numbers in cme.(3991.... for mwi on & 3992.... for mwi off). Also created 3900 as voicemail pilot. The users can send and recieve voice mails in their extensions without any problem. But when i dial MWI numbers i am hearing busy tones after entering the 4 digits(like 3991).

If anyone know the answer for solving this issue pls let me know.
