Voice Ports and PSTN Switch

I have 2 voice ports connecting 2 pstn lines. I have call-forward configured for an ephone. When a call from PSTN triggers the call forward, the call goes out to PSTN on the second PSTN line to a cell phone.

The problem is: The 2 ports are always off-hook when the call is forwarded. It seems the ports cannot detect if the call is over or not.

To make matters worse, when I reloaded the router to restore the ports to off-hook status, the Telecom side is still on-hook because a voice message(voice mail service for POTS line)is heard when a call is made from PSTN; a busy signal is heard when a call is made from inside IP phone.

My voice-port configuration is as follows:

voice-port 0/2/0

no battery-reversal

connection plar opx 300

caller-id enable

voice-port 0/2/1

no battery-reversal

connection plar opx 300

caller-id enable

!

Is there a configuration on the ports to solve this problem?
