Why LWP not working for IPv6 connections on Windows?

I've got a Windows application which uses LWP to establish a network connection. Recently we switched from using Strawberry Perl to our own build of Perl, using Visual Studio. Functionality is fine on Windows IPv4, but connectivity is broken on Windows IPv6. Any help?   Sanford Health My Chart
