No, there is not. If you'd like to submit a feature request for this please contact you Duo/Cisco account team, your Duo Care manager, or Duo Support if you don't have an account team or Duo Care.
ETA: you could implement this programmatically with Duo's Admin API i.e. a scheduled job that retrieves your users with GET, looks for users in bypass status in the received response, and then runs POSTs back to the API to set them back to active.
