Hi Kevin,
At a high level, one methodology to consider is to make sure you: classify, mark, police, queue and avoid congestion where applicable.
In a more detailed perspective, classification/marking and policing start to happen on the edge of the network where queuing/congestion avoidance happen as traffic starts to move through various parts of the network.
One of the first area's to consider is how you will classify traffic on ingress into the network and how you will mark traffic that conforms to the policy, such as, for example, classify on DSCP and mark the COS bits.
