Help snmpwalk -c ip 1.3.6.1.2.1.2.2.1

I have an interface with this OID missing from MIB  ifOutDiscards. OID, 1.3.6.1.2.1.2.2.1.19., why she is missing from there? I can copy from similar router ? I can add/compile in MIB? My interface shows no data is available because i can't monitor in a NMS program. You have any solutions for me?

The router is a 12406 series... the input rate must be smaller than output rate? I understand that this oid means Output drops. The restart of the counter or router must be a solutions, but if i can restart then can be another solution.
