Hello Vikas.
You would need a core layer between those 3560s or you would need to change those 3560s to other switches capable of VPLS.
Take a look at ME series of switches to find an appropriate model based on your requirements.

i need one favor.
i found your Layer 2 VPN With Encapsulation MPLS Document On internet.
as i mentation we Have cisco WS-C3560-24TS-E with c3560-ipservices-mz.122-25.SEB4.bin IOS.
this switch Doesnot support MPLS.
if we will upgrade IOS will it support.
If yes, can you please tell me what IOS ar we need.

Hi Vikas,
3560s don't support MPLS and they never will has they lack the hardware capability to do so.
So no IOS will ever support MPLS on the 3560s which are designed to be LAN access switches and not SP switches.
As Gustav pointed out if you want to stay in the same 'family' you need to get some Metro switches which support MPLS.
Me3600x supports L3 VPN MPLS while me3800x supports both L2 and L3 VPN MPLS.
