The scenario is that we will be "Wholesaling" Circuits from other carriers. All will map to a centralized Router running a VRF per customer. The question is, how do I know how to size the router appropriately?
How many VRF's can I have,
What would be the Max Throughput?

It all depends on the platform of the router you are getting. For example, the sup-720-3C for the 6500 supports 1024 VRFs with the maximum number of supported IPv4 routes of 256000 for the entire device. So, if you have 10 vrfs on your device each vrf can have a max of 25600 routes. It all varies platform by platform.
