ACS 3.1 Maximum password length/Vasco tokens

Is there anyway to change the maximum password length to 18 characters?

The reason I ask is that the Vasco tokens we use have the facility to change your static pin code but to do this you need to enter the following

<static pin><one time password><new pin><new pin>

4 char 6 char 4 char 4 char

I believe the default maximum password length is 16 characters which means you can't change your pin.

Cisco Secure ACS 3.2.x supports up to 32 character passwords. You can set the password length in the System/Local Password section, setting minimum and maximum length.

3.1 has the same setting but it only applies to the local database. The restriction I'm hitting is with external DB authentication.
