The CLI is for ADE OS, which is the operating system. On the other hand ACS is a software which installs over ADE OS. ACS only has GUI, not CLI.

When your first install ADE-OS, you are presented with a CLI setup wizard which you can see here

After that you will see ADE-OS will start to install ACS automatically.
