Hi All,
We have just upgarded our ACS environment to the latest patch
(5.3.0.40.8). Between -5 and -8 we didnt install any patch as you can see below.
--> question : do we need (or recommened) to install all patches, including 6 and 7, or does the lastet one cover all the fixes?

These patches are cumulative. Each path includes all the fixes that were included in previous patches for the release.
This information is from release notes:
This is a patch for release ACS 5.3.0.40. ACS 5.3.0.40 must be installed before installing this patch. So the answer is you don't need to install 6/7 patches.

it is not needed to install all patches. Latest patch includes all fixes (as it is cummulative patch).
In release notes you can find patch descriptions:

I loaded patch 5-3-0-40-8.tar.gpg and all seemed to go well but now the runtime process will not start back up. I have gone in and done an acs stop and acs start followed by a reload but still nothing. I have stoped runtime and stopped runtime by itself and alwas end up at not monitored. Does anyone have any suggestions

Hi Charles,
You can review logs to check what is happening:
admin# show acs-logs filename monit.log
admin# show acs-logs filename acsRuntime.log
Here you can find more about this command and particular log file description:
If further analysis will be needed the best way will be to increase debug level on ACS and collect support bundle file including all logs/debugs and next contact TAC.
