Hi,
Normally, once you finished installing ACS, you can immediately launch the service via web browser (IE or Netscape).
In you case, have you checked whether all ACS-related services are running? Go to "Start-Programs-Windows-Admin Tools-Services". Check all ACS services, especially the "CSAdmin".
Worst case, disable any proxy in your browser and launch the ACS again.
