I have ACS v3.3 installed on a 2003 DC server, I noticed that everytime I make a change(configuration changes that require to stop and start ACS services).The services will stop but will not start again. I will have to reboot the server to start the services again..Help with this issue please.

Stange issue.. All services are stopped???
You can check it under windows computer management there are following windows services
CSAuth, CSAdmin, CSTacacs, CSRadius,CSLog, CSDBSync , CSmon
You can start it from there (without server restart)

I guess my original question was: why do I have to restart the services manually while TACACS, ACS v3.3 can do that automatically? remember that there is a button to restart the service in ACS.Everytime I make a configuration change that require stopping and restarting services, it hangs.

server should not hang by restarting services. check you windows event logs. what happens when you restart acs service without changes. does it hang, too?
