I need to get AD authentication working between an ACS in domain A and domain B. There exists a trust between A and B. I am not not using an administrator account for the ACS but a user account. My Windows administrator tells me that Netbios is a prerequisite for this to wor. Netbios is not used in the domain B. Is this right or is the admin account sufficient?

Pat,
You need to run acs service using account that have special privileges like "act as a part of OS" and "login as service and batch'.
It is not going to work uisng user account.
