After ISE 1.2.1 upgrade to 1.4 - I cannot restore the Backup file

I re-imaged the box, after a hardware failure during an attempted upgrade. (3315 appliance)

Getting the error 'restore failed: Wrong encryption key or corrupted download from repository'

I've tried repo's based on FTP and local disk. all fail.

I've also generated fresh backups from a 'live' v1.2.1 ISE and tried to restore that to my new 1.4 box, but continues to fail.

The encryption key is definitely correct.

any ideas?

Have you checked the MD5 on the backup file? I came across a post few weeks ago where if you download the file, the MD5 checksum was correct however while transferring the file via FTP it got changed. This seems to little buggy behavior. However SFTP protocol worked.
