Are VM licenses tied to a specific PAN?

I have a MSSP who has separate ISE deployments on a per customer basis.  If they purchase a 10 pack of VMs, can they be split up into different ISE deployments to serve different personas?  I want to make sure they are not tied to a single deployment.  Thank you.

they are a right to use license so they just need to own enough licenses
