To answer your question:
1. BYOD (Enrollment, Registration and Onboarding) requires BASE and PLUS licenses
2. The Mobility License is no longer a valid license
3. ISE is licensed based on concurrent endpoints (Phones, desktops, BYODs, laptops, etc). The number Network Access Devices (APs, WLCs, Firewalls, Switches, etc) is irrelevant when it comes to ISE licenses.
