Can we create alerts with dynamic destinations that are based on the profile of the device?

For example, can we create an email alert that will send an email to the Microsoft admin whenever a new Microsoft device is authenticated onto the network, and create a second email alert that will send an email to the Apple admin whenever a new Apple device is authenticated onto the network?

No, not natively with ISE. However, ISE can send syslog to other system which can trigger e-mail.

Not natively in ISE. You can get creative with Splunk or something.
