There is not much you can do yourself if the root partition is full, as ISE appliance is restricted and only TAC can access the underlying Linux shell.

As you now have access to CLI, submit a case with TAC urgently and ask them to investigate over Webex, they should be able to clear up some space

Sometimes logs do not get deleted properly and that causes the disk space to fill up, such as in case of this bug CSCvc74307

Is it a fresh install or has it been upgraded over time?

If the latter, try running application upgrade cleanup on the CLI.  This will remove any old install files that are left laying around after previous upgrades.
