Cisco ise Repository not found

I have a standalone ISE node, which is being stubborn about an upgrade...

The docs say this should work, but I'm getting an error...

If there is any failure during the upgrade of application binaries and the Cisco ADE-OS, you should reimage and install the previous version and restore the backup.
