Cisco ISE with Ruckus Guest Access - LWA

I have a situation in an implementation between Ruckus Wireless Guest and Cisco ISE.

I managed to make the access itself work, the policy sets I created in a simple way,
policy set match is the propagated SSID
"All User ID Store" authentication;
Authorization "IdentityGroup EQUAL User identity Groups: Group with users created by the sponsor portal"

So far it's working. The situation itself is with the created user.
Whenever a new user is created, it appears with the status "Created" and not Active.

When I access the Ruckus portal, which seeks authentication from ISE, ISE is returning " 24206 User disabled" for guest accounts in the connection status in Radius Live Logs.

I discovered that if I access the "URL TEST" of the Guest portal created in the ise (Which is not being used), to test the user, somehow it is activated, and then it works.

Is there any way to create the user already "Activated"?

we utilize this guide, but our problem is other.
we had a problem to activate a user created via sponsor portal.

now we found a option to resolv this condition.

"Allow guest to bypass the Guest Portal" in Guest Type options.

Now when we create an user, this user begin from Active, and not in created.

see the image.
