Hello, just want to find out if there are any issues in creating HA between Cisco ISE physical and Cisco ISE vm.

No, you can mix them as you want. You can also mix the different sizes (Large, Medium, Small, Extra Small) as you need them.

By HA I assume you mean Admin and Monitoring personas?  No issues to mix and match as long as the software release and patch levels are the same.
