Looking to install in Azure for backup ACS server. Anyway to install the ACS image ?

The only way this could be done is if you had vmware cloud in Azure. That leverages bare metal hosts running esxi in the same way an on premise data center would. Even then though, it is untested by the business unit.
There is no cloud native release of ACS that can run directly in Azure. ACS has also never been supported in hyper-v, so you couldn't even nest it within a windows VM (that has networking problems anyways).

Not aware of someone doing it, but as log as you run on eSXi and not on Hyper-V, it should work.
