How can I change the password restriction to 3 only

after which the account get disabled till admin is notified. I have 60 users they belong to a group.

On the user account go to "Advanced Settings/Account Disable". Select the radio button for Disable Account if: and then select the check box for Failed attempts exceed: and then put in 3.

Group options under 2.6 only allow for password aging rules.
