How would I configure Radius on my ACS 5.8 server to not respond to authentication requests coming in over Radius/PAP? I want to force people to use Radius/CHAP instead.

If using the default Access Policy "Default Network Access"  click on its name and on the tab "Allowed Protocols" choose "Allow CHAP"

If using a different Access Policy it will be the same just look for "Allowed Protocol"

See Configuring Access Service Allowed Protocols to create/update an allowed protocol and then use it in your access policy.
