Does Cisco Anyconnect NAM module require a license purchase?

Can I download the Anyconnect NAM module from the Cisco site and start using it? Or do I need to purchase the Apex or plus license? I only need the NAM portion to use as an EAP supplicant.

The Network Access Manager (NAM) is part of the "Plus" license of AnyConnect 4. Details can be found in the Ordering Guide.
