When trying to upgrade my ISE from 2.2 to 2.4, I got this wonderful message during the upgrade to the monitoring node:
Error: Internal Error. Please contact System Administrator. If you are the System Administrator please consult the logs.
Resource: /deployment-rpc/localUpgradeLog
Any suggestions how I might view this document?

Sounds nasty. Have you run the URT (Upgrade Readiness Tool) on your Standby PAN node? If not, I would advise it - it will analyse and give you a prognosis about the upgrade success and duration.
