I have customer that planning use ISE 2.2, but he has old Aps (1131) and the last WLC version that support this Aps is 8.0.150.0. In this case Is the Self Registered Guest Portal feature supported ?

Yes.  As you can see in the table below, using AireOS v8.0.140.0  most features are supported.  The two main features NOT supported are redirecting to the originating URL after successful registration (v8.5 v8.4.100 needed on AireOS Controllers) and TrustSec.
