We currently use Cisco ISE 2.0.1 with 8 cores and 64GB memory for MNT node. Can I increase memory to 96GB and to 16 cores?

Likely to do nothing. We only use up to the amount designed for the system
In ISE 2.4 we allow mnt to use more for a large vm but there are special coding changes done for that. It’s a super MNT and mentioned in the Cisco live 2018 Brksec-3699

You can and it will run. What problem are you trying to solve by doing this?
From personal experience, I have found that increasing the core count has the largest impact on report generation times. I cannot quantify the impact of additional memory above 64GB.
